For the first time since May, former House Speaker Newt Gingrich and MSNBC host Chris Matthews squared off live. This time, as the general election has entered its hottest phase, the conversation went from jovial and colleague to antagonistic. Matthews opened by asking about Mitt Romney's "birther" joke from last week. Before closing his question, Matthews accused Gingrich of engaging in offensive rhetoric himself on the campaign trail, saying that Gingrich had accused President Barack Obama of being a "food stamp president." Matthews asked Gingrich if he regretted using "ethnic politics" in his race to become the GOP's presidential nominee. "I find your assumption so absurd that it's hard to answer your question," Gingrich replied. He went on to say that Romney's "birther" reference was "part of the common culture" and was clearly not malicious.

The US is the most powerful nation on earth, but its position of global supremacy is being challenged - economically, militarily and politically. And the person many Americans hold responsible for these failings is the president who promised them change. The worldwide economic crisis of 2008 started in the US and the aftershocks are still being felt today. Unemployment is running at more than eight per cent, productivity is down and the national debt is a whopping $137bn. Such turmoil makes it hard to honour electoral promises. The country is deeply divided. The machinery of government has been tied in knots by partisan bickering and the rise of the right-wing, anti-state Tea Party and the street protests of the left-wing Occupy Wall Street movement are a reminder of how polarised the nation has become. Despite this, Barack Obama, the US president, has pushed through healthcare reform and turned around the failing auto industry. He has stopped the war in Iraq and killed Osama bin Laden. But is this enough to win re-election for a second term? And, whoever wins, will the next president have the unenviable task of overseeing the US' decline?

The election of the first black US president offered hope to millions of African Americans across the country. But have four years of an Obama presidency seen positive change for black communities in the US' inner cities? While the 'war on drugs' rages on inside the US, there is some political consensus it is failing. White House officials have even indicated a federal policy shift away from incarceration and towards a public health strategy. In Baltimore, one of the most dangerous cities in the US, the police have reframed their 'war on drugs' as a 'war on guns'. The rhetoric may have changed, but critics say nothing else has and that concentrated law enforcement has resulted in high levels of incarceration among young African Americans and the criminalisation of entire communities. The nearly 30 years of drug policies have perpetuated cycles of violence and economic repression in US inner cities and especially among poor minority neighbourhoods. "Even in the age of Obama something akin to a caste system is alive and well in America," says Michelle Alexander, a law professor and author. "The mass incarceration of poor people of colour is tantamount into a caste system specifically designed to address the social, political and economic challenges of our time .... We have a school-to-prison pipeline operating in Baltimore and other cities across the nation where young people believe, with some good reason, that their destiny lies behind bars and they too will become <b>...</b>
